How does the permissions backup and restore function work?

Security Explorer for SharePoint's backup functionality copies all permissions relating to sites, sub-sites, lists, libraries, and even documents into a flat file anywhere you choose. This is a fast operation since it does not backup the data, but only the permissions information. Restoring permissions is as simple as selecting a backup file, navigating down to where you want to repair permissions and restoring them to how they were at the time of the backup.
